At a local university, many of the office jobs require someone to have a strong knowledge of the budgeting process. Any suggestions on how to learn budgeting? What is involved in budgeting?

I am really bad when it comes to numbers and budgeting for that matter. Is there an easy sofware, word or excel template or system to install in my computer to be able to make a budget that it may be simple to work with?
